Story: A mysterious masked rider and his gang are murdering ranchers and robbing stages. Government Agent Johnny Mack Brown has been called in to help the Sheriff. Capturing a henchman he learns of everyone involved except the boss, the masked rider. Sheriff Bob Conroy () is fighting a losing battle against a crime-wave in Border City, Wyoming. Marian Gaylord (), the editor of the newspaper, stirs the citizens to action, and government-agent Johnny Mack Brown () arrives and identifies himself to Conroy. To conceal his true identity and job, he takes a deputy-sheriff job. Brown soon learns that the towns telegraph line has been tapped, and that a mysterious masked-man is probably master-minding the robberies. He and Conroy set a series of traps that exposes some of the gang-members, some of whom are also members of the anti-crime committee. Through a ruse on his part, Brown also traps the gang-leader.
