Despite Lieutenant Frank Ochoas order to leave New York permanently in , Paul Kersey is back in the city to visit an old friend after taking down Nirvanas gang of savage thugs in . But, death seems to follow the grizzled executioner, and after a shocking discovery, Kersey cuts a deal with the Police Chief, Richard Shriker: kill as many creeps as he wants, provided that he keeps the police informed. This time, Paul means business, and as the sadistic gang of the unhinged sociopath, Manny Fraker, terrorises the tenants of a run-down tenement building, and the entire neighbourhood, Kerseys brand-new .475 Wildey Magnum alone is not going to cut it. Paul Kersey, the vigilante, returns to New York to visit a friend. But when he arrives he finds his friend dead, and the police enter and find him standing over the body holding a gun. At the station a police lieutenant recognizes him as the vigilante, and releases to go after the gang that killed his friend, who are led by the deadly Manny Fraker. So Kersey moves into his friends apartment and along with his friends friend, Bennett, they try to get the gang and help the neighbors who are being plagued by Fraker and his gang.
