"Butcher" Benton goes to his death in the state prison, cursing the three men who double-crossed him following an armored-car hold-up; "Squeamy" Ellis, Joe Marcelli and Paul Lowe, his attorney and leader of the gang. He vows to return and kill them and dies without revealing the location of the stolen money. Detective Chasen is determined to keep working on the case until the stolen loot is recovered. Bentons body is taken to Professor Bradshaw and his assistant for experimentation, and they manage to restore him to life, making him practically indestructible in the process. He takes off after the three men, getting rid of everybody who stands in his way. He is impervious to police bullets. He kills Ellis and Marcelli, while Lowe seeks police protection. Benton takes to the sewers to recover the hidden loot and the police are powerless to stop him.
Charles Benton, more commonly referred to as The Butcher for his violent behavior, is on death row in a Los Angeles prison. His associates in a $600,000 armed robbery, Joe Marcellia and Squeamy Ellis, turned states evidence against him, and his lawyer, Paul Lowe, seemed to be doing his best to ensure he was convicted and sentenced to death. In reality, Lowe was the mastermind in the robbery. The Butcher, who has not divulged the location of where he hid the money to anyone let alone Lowe, vowed revenge on Lowe, Marcellia and Ellis just before he was executed, empty threats due to The Butchers imminent fate. The Butchers execution allows Lowe tries to discover where the money is without interference as the police case is officially closed, or so he believes as Lt. Dick Chasen is still working unofficially on the case to try and recover the money. Exotic dancer Eva Martin gets caught in the middle of whats going on in she being assumed to have been The Butchers girlfriend, she, in reality, an acquaintance at best, albeit a trusted one in The Butchers mind. Things for all concerned change when it is discovered that a rash of recent murders was committed by The Butcher, who was inadvertently revived in scientific experiments conducted by a Dr. Bradshaw to a superhuman, seemingly indestructible being. While Lowe, Marcellia and Ellis now fear for their lives, Chasen and the police are more concerned about public safety in trying to figure out how to contain and/or destroy The Butcher.
