Questioned as a murder suspect, solid (but drunk) citizen Al Willis attacks his police questioners, is beaten, and swears vengeance against them. Next night, Lieut. Parks is murdered; Willis is the only suspect in the eyes of tough Chief Conroy, who pursues him doggedly despite lack of evidence. The obsessed Conroy is dismissed from the force, but continues to harass Willis, who flees to a sleazy town on the Mexican border. Of course, Conroy follows. But which is crazy, Conroy or Willis?
Joe Conroy is the brutal Chief of Police in a southern California city. After three of his officers are killed in two separate targeted incidents, Joe and only Joe, solely on gut instinct as whatever actual minimal evidence is flimsy, seems certain the cop killer is Al Willis, a bakery owner/operator, family man and church goer. In his over-zealousness, Joe is fired, a case of police brutality. Removal from his position, however, does not stop Joe from pursuing Al, Joes modus operandi being open harassment in his hope that Al will either attempt to retaliate and/or let his guard down about the murders. Unable to withstand the constant surveillance especially with figures lurking in dark shadows, Al decides to leave town alone indefinitely. Joe is able to track him to Border City, Joe assuming Als plan being to try to escape into Mexico. However, what happens between the two is affected by someone Joe meets there, bar singer Marianna, Als mistress who doesnt know that status in not knowing that Al is married, all she ever knowing being his long, unexplained absences.
