After escaping from the clutches of the greedy Aristotle Bolt in , the gifted extraterrestrial siblings, Tia and Tony, are finally free to visit Los Angeles as tourists. However, Tonys special powers grab the attention of the evil scientist, Dr Victor Gannon, and his equally dangerous assistant, Letha Wedge, who abduct him, intent on using him for one of their ambitious experiments.
